The term “second reading” has two meanings. It is the second time a piece of proposed legislation is formally read, or more often just debated and discussed, and at some Christian religious ceremonies it may refer to the second reading at at a Mass, usually from the New Testament letters.
The U.S. Congress has a formal, three-reading process for legislation, derived from traditional parliamentary procedure. The “readings” are often abbreviated and introduce a bill and it's main points to open debate. The process consists of a first reading upon introduction, a second reading before committee referral, and a third reading before the final vote.
At Catholic mass, the second reading is almost always taken from St. Paul's letters or other apostolic writings, offering practical advice and theology on living as Christians.
