From calm down to casual sex, this phrase is evolving.
“Chilled out” (or “chill out”) is informal slang meaning to relax, calm down, or become less stressed and anxious.
The phrase “chill out”, or often now just “chill”, meaning calm down, became popular in the 1970s. The famous 70's cartoon, Scooby Doo, released a made-for-TV movie, Scooby Doo Chill Out in 2007.
The next evolution of chill, starting about 2009, is the phrase “Netflix & chill”, sometimes posed as a question, and meant as an invitation to a casual evening in with sex.
